Venice Commission Opinions on Haiti

Each opinion answers a request: what would have to be settled before any vote, whether a referendum on a short timetable can be held, and an article-by-article review of a draft referendum decree. A final opinion reprints the interim opinion it follows as an appendix.

They are the outside legal reading by which the CEP's instruments can be measured. Each opinion carries its French edition as the alternate-language file.
