CSCCA Opinion on the Draft Finance Law

The constitution and the organic budget law require the court's opinion on each draft finance law. Each opinion says what the court found wanting in the draft: the realism of the revenue forecast, the treatment of arrears and of investment, and compliance with the budget calendar.

It is the one independent scrutiny a Haitian budget receives before adoption. Opinions on individual draft contracts are a separate duty and sit in CSCCA Opinions on Draft Contracts. Read it with the draft finance law itself in the budget series.
