Each volume carries the laws voted by the Legislative Chambers in one year, with the contracts, decrees and principal arrêtés of general interest, opened by the editor's review of the year's legislation. Me E. Mathon, a Port-au-Prince advocate, published the series. The review raises it above a reprint: it names the currency issues, customs and budget laws and concessions of each year, and says what the editor thought they were for. A cumulative index covers the first decade. The closing volumes record legislation voted by a Conseil d'État, the body that held legislative power under the occupation.
