Post-Cyclone Recovery Plan: Commune of Moron, Grand'Anse
- Records livestock losses by species, roughly 90 to 100 percent of poultry, 80 percent of goats, 50 percent of cattle and 40 percent of pigs, which is what sets the order of the restocking program the plan proposes.
- Names the relocation moves rather than the principle: the flood-prone La Ferme area in the 1st section to Petit Ange, and the area behind the church in the town center, subject to landslides and collapse, to Cadette.
- Proposes that the commune fund and enforce its own building control, through a building permit requiring a survey document, construction plan and budget, a licensing fee for engineers, and a charge of 25 gourdes per square meter payable to the commune, which inspects the site regularly.
- Surveys the state of the commune's markets one by one, with the town center, Chameau, Kay Marie, Carrefour Lemaire and La Ferme markets destroyed or roofless and two operating in the open air, and recommends repair only in suitable zones and relocation with an abattoir, latrines, water and waste management for the rest.
- Refuses further tarpaulin distribution, noting that those handed out just after the cyclone are already worn out and leave their recipients in the same situation, and asks instead for roofing sheet, timber and nails in sufficient quantity per family.
- Treats cocoa regeneration as vital to the crop's survival, specifying dead-branch removal, pruning of damaged branches, staking and mounding of living trees left on the ground, and nurseries to replace the dead, alongside relaunching coffee and breadfruit.
One of six communal recovery plans prepared for the Grand'Anse after Hurricane Matthew, this one for Moron. The plan opens with a statement from the mairie and the list of local participants, which is a record of who took part in the planning, then sets out the commune's exposure to natural hazards and a regulatory zoning of its territory: red for land that may not be built on, orange for land buildable subject to mitigation works, green for land buildable under conditions. Recovery priorities follow, agreed with the commune. On the publisher's page the plan is accompanied by its own zoning regulation, a 1:10,000 zoning map, a hazard sheet and a presentation. Read with the Matthew PDNA sector volumes, which assess the same event nationally.
