Post-Cyclone Matthew Needs Assessment: Transport Sector
- Puts the replacement cost of affected primary, secondary and tertiary roads at 83.5 million US dollars.
- Records the Ladigue bridge at Petit-Goave destroyed and 29 other engineering structures damaged, at about 106.4 million dollars with losses above 101.6 million, for total damage of about 208 million dollars.
- Records port installations affected in 11 coastal towns, with damage to still-functioning facilities of nearly 21 million dollars.
- Records the maritime signalling establishments as damaged, which bears on navigation rather than on road access.
- Organizes the assessment by asset class, so roads, bridges, ports and signalling are legible separately rather than as one infrastructure total.
The transport volume of the post-Matthew needs assessment, prepared by the Ministry of Public Works, Transport and Communications. It is organized by asset class, which is what allows the road network, the bridges, the ports and the maritime signalling to be read separately rather than as one infrastructure total.
Primary, secondary and tertiary roads were affected to varying degrees, at a replacement cost of 83.5 million US dollars. The Ladigue bridge at Petit-Goave, in the Ouest department, was destroyed, and 29 other engineering structures were damaged, at a cost of about 106.4 million dollars with losses estimated at more than 101.6 million, giving a total for damage of about 208 million dollars. Port installations in 11 coastal towns were affected, with damage to functioning facilities amounting to nearly 21 million dollars, and the maritime signalling establishments were damaged as well.
The distinction the volume preserves is between an asset destroyed and an asset still functioning but degraded, since the second still carries traffic and therefore still generates losses while awaiting repair.
