Communal Development Plan (PCD) of Milot 2022-2027
- The commune faces significant environmental degradation and urbanization pressure on agricultural lands.
- Institutional weaknesses limit effective local governance and service delivery capacity.
- Limited financial resources constrain communal development initiatives.
- Poor accessibility to basic public services affects quality of life for residents.
- Untapped tourism and cultural heritage potential exists due to historical significance.
The Communal Development Plan (MDP) of Milot 2022-2027 is a comprehensive planning document for the commune of Milot in Haiti's North Department. The plan was developed with technical support from the Ministry of Interior and Territorial Communities (MICT) and the Ministry of Public Works, Transportation and Communication (MTPTC).
The document follows a structured four-phase methodology including preparation, communal diagnosis, planning, and implementation phases. The diagnostic phase examines the commune's historical evolution, territorial organization, public service delivery, social conditions, and economic sectors including agriculture, livestock, mining, construction, industry, commerce, tourism, and employment.
Key development challenges identified include environmental degradation, urbanization of agricultural areas, institutional weaknesses, limited financial resources, inter-neighborhood insecurity, poor access to public services, and unrealized tourism potential. The plan addresses these through strategic objectives focused on territorial restructuring, environmental preservation, economic revitalization, improved access to basic social services, strengthened local governance, and promotion of gender equity.
The plan articulates its objectives with the Sustainable Development Goals and aligns with national and regional development orientations, providing a roadmap for Milot's sustainable development over the five-year period.
