The plan for Cap-Haïtien, chief town of the Nord department, was prepared in four phases (preparation, diagnostic, planning, implementation) through technical and participatory workshops. The diagnostic covers the commune's 53.5 km² and three communal sections (Bande-du-Nord, Haut-du-Cap, Petite-Anse), its population of 274,404 in the 2015 IHSI estimate (321,219 projected for 2022), land, housing, energy and transport, the town hall's departments and budget, schools, health facilities, water and sanitation, justice and security, and the economy from farming and fishing to tourism. Each part ends with a strengths, weaknesses, opportunities and threats table. The vision for 2027 is a resilient metropolis and organized tourist destination. A five-year investment plan covers 19 fields of intervention, with 66.72% of the envelope for spatial organization, and 84% of financing (HTG 1.23 billion) expected from revenue the commune raises locally.
