Post-Cyclone Recovery Plan: Commune of Beaumont, Grand'Anse
- Zones the commune by hazard into red land that may not be built on, orange land buildable only after mitigation works, and green land buildable under conditions, at 1:10,000, giving the mairie a basis for refusing or conditioning a building permit.
- Profiles a commune of 30,136 inhabitants in 6,794 households over 155.34 square kilometers, a density of 194 per square kilometer that rises to 3,563 in the urban section, with 15,635 women and 18,443 people over 18.
- Documents construction material inflation after the cyclone in the commune's own price table: roofing sheet from 200 to 300 gourdes, cement from 480 to 600, a truck of sand from 6,500 to 8,000, a truck of rock from 3,000 to 4,000, a 2x4 board from 400 to 550 and plywood from 500 to 650, which is what makes self-repair unaffordable.
- Reports agriculture, the commune's main activity, collapsed, with livestock down by more than 50 percent and the main crops of coffee, yam and banana hit, in a commune holding the largest coffee estates in the Grand'Anse.
- Records that uprooted and broken trees were burned for charcoal and lime, converting the storm's damage into a second, slower loss of cover.
- States that the commune no longer wants tarpaulin distribution because the humanitarian phase is over, and asks instead for roofing sheet and durable materials, with some households at Moussambe and DjenDjen willing to leave their land if alternative sites are offered.
One of six communal recovery plans prepared for the Grand'Anse after Hurricane Matthew, this one for Beaumont. The plan opens with a statement from the mairie and the list of local participants, which is a record of who took part in the planning, then sets out the commune's exposure to natural hazards and a regulatory zoning of its territory: red for land that may not be built on, orange for land buildable subject to mitigation works, green for land buildable under conditions. Recovery priorities follow, agreed with the commune. On the publisher's page the plan is accompanied by its own zoning regulation, a 1:10,000 zoning map, a hazard sheet and a presentation. Read with the Matthew PDNA sector volumes, which assess the same event nationally.
