Post-Cyclone Recovery Plan: Commune of Jérémie, Grand'Anse
- Counts 16,233 housing units destroyed across the commune of Jeremie, and builds the rehousing plan around that number: rent subsidy where a lettable stock exists, in-situ reconstruction where the land sits in a green or orange zone, and identified land reserves for households whose homes stood in a red zone.
- Zones the commune by hazard at 1:10,000 into red, orange and green classes, and asks that the mapping be communicated widely so that repair work is steered onto land fit for building rather than back onto the same ground.
- Reports crops 85 percent destroyed in the rural sections, including banana, cocoa, sugarcane, coconut and breadfruit, along with livestock and the shade trees cocoa depends on, which is why cocoa recovery is slower than replanting.
- Records damage to the urban economy in detail: craft work, small trade and agricultural processing hit, fishing losing boats, nets and traps, and no raw material available to restart craft production.
- Reports 35 Catholic churches damaged and 95 percent of Protestant churches destroyed or heavily damaged on the commune's own assessment, and a precarious sanitary situation at the Jeremie market.
- Draws the lesson of the post-earthquake camp closures explicitly, asking for a control mechanism on rent subsidy to prevent illicit arrangements between owner and tenant.
One of six communal recovery plans prepared for the Grand'Anse after Hurricane Matthew, this one for Jérémie. The plan opens with a statement from the mairie and the list of local participants, which is a record of who took part in the planning, then sets out the commune's exposure to natural hazards and a regulatory zoning of its territory: red for land that may not be built on, orange for land buildable subject to mitigation works, green for land buildable under conditions. Recovery priorities follow, agreed with the commune. On the publisher's page the plan is accompanied by its own zoning regulation, a 1:10,000 zoning map, a hazard sheet and a presentation. Read with the Matthew PDNA sector volumes, which assess the same event nationally.
