Post-Cyclone Recovery Plan: Commune of Dame Marie, Grand'Anse
- Zones the commune by hazard at 1:10,000 into red land that may not be built on, orange land buildable only after mitigation works and green land buildable under conditions.
- Records the commune's preliminary loss count for fishing and livestock, 2,920 canoes, 951 boats, 21,616 fish traps, 18,701 nets and 20,660 head of livestock, and then states in the same document that these figures appear overestimated, particularly for fishing, which is a minor sector locally against an agriculture that was entirely affected.
- Ties housing assistance to the risk zoning: material grants where the home stands on buildable land, rent subsidy where it was destroyed, and defined unbuildable zones whose residents are to be relocated to agreed alternatives.
- Asks that the rational use of the wood from uprooted trees be organized alongside a large reforestation project, treating the fallen timber as a resource to be managed rather than left to charcoal.
- Sets out a basic services program by horizon: protection perimeters around natural springs and latrine construction first, then extension of the DINEPA network, prepaid electricity subscriptions, solar power and improved grey and black water evacuation.
- Recommends repairing the affected markets only where they stand in suitable zones, and relocating those that do not, with an abattoir, public latrines, drinking water and waste management.
One of six communal recovery plans prepared for the Grand'Anse after Hurricane Matthew, this one for Dame Marie. The plan opens with a statement from the mairie and the list of local participants, which is a record of who took part in the planning, then sets out the commune's exposure to natural hazards and a regulatory zoning of its territory: red for land that may not be built on, orange for land buildable subject to mitigation works, green for land buildable under conditions. Recovery priorities follow, agreed with the commune. On the publisher's page the plan is accompanied by its own zoning regulation, a 1:10,000 zoning map, a hazard sheet and a presentation. Read with the Matthew PDNA sector volumes, which assess the same event nationally.
