Post-Cyclone Recovery Plan: Commune of Abricots, Grand'Anse
- Describes a multi-hazard coastal commune exposed at once to marine submersion, landslides, flooding and cyclones, and zones its territory at 1:10,000 into red, orange and green classes on that basis.
- Argues for traditional building where it performed: the clissé timber-and-daub house held up during the cyclone, and the plan recommends favoring it subject to a technical assessment of the appropriate housing type in rural areas.
- Directs housing aid toward breadth rather than showcase construction, stating that instead of building new homes for a few families it would be better to give material grants and technical advice to a larger number of people.
- Recommends local materials, naming the large cut stone available in the third communal section around Chretien, tied to technical assistance on good building practice.
- Asks the mairie to run a land survey with the DGI to locate land that can be urbanized on the basis of the multi-hazard mapping, and cites the Fondation Lamothe project at Anse du Clerc for 50 homes as the model for subdivision work.
- Proposes restructuring the shoreline so that the first row facing the sea carries only light buildings for craft work and trade and not housing, with a cooperative-type center where fishers can sleep, on the model of Gelee beach at Les Cayes.
One of six communal recovery plans prepared for the Grand'Anse after Hurricane Matthew, this one for Abricots. The plan opens with a statement from the mairie and the list of local participants, which is a record of who took part in the planning, then sets out the commune's exposure to natural hazards and a regulatory zoning of its territory: red for land that may not be built on, orange for land buildable subject to mitigation works, green for land buildable under conditions. Recovery priorities follow, agreed with the commune. On the publisher's page the plan is accompanied by its own zoning regulation, a 1:10,000 zoning map, a hazard sheet and a presentation. Read with the Matthew PDNA sector volumes, which assess the same event nationally.
