Communal Development Plan of Petite Rivière des Nippes
- Profiles a commune of 22,211 inhabitants counted in January 2003, 10,816 women and 11,395 men, of whom 89.8 percent, some 19,935 people, live in rural areas.
- Sets the plan against the national income picture it cites: in 2005, 75 percent of the population earned less than 100 gourdes a day, about 2.5 US dollars, and more than half lived on under 45 gourdes, about one dollar, while GDP per capita fell from about 500 dollars in 1990 to 332 dollars in 2003, 67 percent of its 1990 level.
- Records three health centers for the whole commune, one of them a private institution serving 6,637 inhabitants and another serving 24,357, which is the scale problem behind the plan's health targets.
- Notes the commune's exam pass rate as the lowest across the country's ten departments, which is what its education program is built to address.
- Maps rainfall by zone, 1,000 to 1,300 mm a year on the low hills and coastal plains and 1,300 to 2,000 mm on the Plateau de Rochelois, the difference that sets which agricultural interventions fit where.
- Writes its targets as measurable percentages against April 2011: at least 5,000 planters using improved seed, 30 percent of farm work mechanized, at least 25 percent of plots with a compost structure, post-harvest losses cut by 25 to 35 percent, value added up 25 percent for crops, animals and fish, at least 30 percent of the herd improved, adult illiteracy down at least 25 percent, and maternal and infant morbidity and mortality down 25 percent.
This is the statutory communal development plan (plan de développement communal) for Petite Rivière des Nippes in the Nippes department, covering the period 2008-2011 and signed off in August 2008. It was prepared by a consultant team of agronomists, natural-resource specialists, a rural economist and a socio-anthropologist under PADELAN, the local development and agroforestry project for the Nippes. The document opens with the mayor's and project director's forewords, sets out the planning approach and the plan-revision process, then presents a diagnosis of the commune covering its physical and geographic setting, its economy and its social services, before turning to development priorities. It is one of the earlier Haitian communal plans to be produced with an explicit agroforestry and natural-resource frame rather than a purely administrative one.
