Simplified and illustrated urban planning guide: interim report, volume 1 of 2

Interim report, volume 1 of 2, February 2012, produced under contract 39604 within an MPCE and UNDP project supporting national and local authorities to plan and manage reconstruction or renovation works in six development poles. It sets out the method behind a planned Guide de l'urbanisme simplifié et illustré (GUSI) rather than being that guide. Section 2 reviews the Haitian institutional context: the territorial structure, the existing land-use and urban planning instruments and their control mechanisms, the 2006 Charter of Territorial Authorities and the February 2009 draft bill on territorial planning and local development, closing with a diagnosis of the institutional setting.

Section 3 fixes the scope, nature and content of the GUSI. Section 4 covers its preparation: a synthesis of good practice in urban planning and territorial development, the definition of the guide's themes and of the zones each applies to, a long compilation of the norms and procedures already carried by Haitian legal texts, and the good practices retained as norms, principles and recommendations. Section 5 lists the steps still to come. The report states on its first page that it was produced for internal use and is not intended for wide distribution, that some content is absent, and that language editing and systematic verification of data consistency had not yet been done, so it should be read as an interim working document rather than as settled guidance.
