Key Findings
Full Description

The twelfth year of the Annuaire, covering 1915.

The volume records the acts of the Vilbrun Guillaume Sam presidency before its violent end in July, including the arrêté published in Le Moniteur of 19 May 1915 appointing the lawyer David Jeannot Secretary of State for Justice and Worship on the resignation of his predecessor, taken under articles 98 and 113 of the Constitution, and the arrêté of 18 June granting full amnesty, saving the rights of third parties, under the law of 26 September 1860 on the exercise of pardon, commutation and amnesty and article 103 of the Constitution.

Repeated amnesties are a feature of the volumes of this decade and they are an economic as much as a political fact: each follows an insurrection whose costs the 1911 volume itemises as burnt houses, devastated properties and livestock carried off.

1915 is the year the United States occupation began, and the Annuaire continues through it without interruption, which makes the series usable for the whole period. The corpus holds the 1916 and 1917 volumes from the same publisher, so the change in what the Haitian legislature was able to enact can be read across consecutive years from a single source.
