Key Findings
Full Description

The ninth year of the Annuaire, covering the laws of 1912 under Cincinnatus Leconte.

The volume opens with a fiscal retrenchment stated in plain terms. The law voted on 14 September 1911, promulgated 15 September and published in Le Moniteur of 14 February 1912, repeals the law of 25 August 1909 creating a Préfecture de Police for the Department of the West, on the considérant that the current financial situation does not allow the state to meet the charges the 1909 law creates. The repeal takes effect from 1 October, the start of the fiscal year, and is executed by the secretaries of state for the interior and for finance jointly.

A second law grants a life annuity of 60 gourdes to Frédérique Bernier and 100 gourdes each to Odinot Mompoint and Maximilien Momplaisir, on the ground that the Republic owes a debt to servants of the state who were victims of their devotion and duty. The volume also carries customs and port material and the ministerial changes of the year.

A repeal justified by unaffordability, with the effective date aligned to the fiscal year, is the kind of instrument that shows how budget constraints were transmitted into the administrative structure, and it is the counterpart to the supplementary-credit laws the earlier volumes record.
