Sector Strategy 2007: Drinking Water and Sanitation
Summary: The 2007 drinking water and sanitation sector strategy of the MTPTC, prepared by the ministry's water and sanitation unit. It is the strategy that preceded the framework water law of 2009 and the creation of DINEPA, so it states the problem the reform was designed to solve.
Key Findings
- Fewer than 50 percent of the population had access to drinking water and basic sanitation at the time of writing, and the majority of infrastructure built was no longer working.
- The sector analysis names the binding constraints as insufficient sector financing, absence of sector coordination, the failure of the public operators SNEP and CAMEP, inefficient use of resources, and supply-driven project-by-project approaches.
- The strategy sets institutional, economic, technical and social objectives and a sector structure.
- It defines a three-year transition phase for 2008 to 2010 with action plans on institutional development, operational capacity and investment.
- It creates a Direction Nationale de l'Eau Potable et de l'Assainissement within the MTPTC to propose tariff and investment policy, and prepares the regional OREPAs.
- It provides for a tariff grid that operators must follow, and rules on metering, billing and collection.
