The decree of 2 April 1984 regulating quarry exploitation in Haiti, published in Le Moniteur No. 26 under the signature of Jean-Claude Duvalier.

Article 1 states that the decree regulates quarry exploitation throughout the national territory. Article 2 defines quarries as all sites extracting non-metallic and non-energy mineral substances, whether worked open-cast or by underground galleries, in any physiographic setting: mountain, plain, river bed, ravine or shoreline. Article 3 places quarries in the public domain of the State while leaving them at the disposal of the landowner, subject to the decree's restrictions. Article 4 makes quarry exploitation an act of commerce, applicable to every enterprise in the activity. Article 5 classifies quarries as immovable property, together with buildings, machines, galleries and permanent works, and treats equipment and tooling used exclusively for the works as immovable by destination. Article 6 forbids permanent or temporary exploitation without authorisation. The closing articles cover accidents, including the obligation on neighbouring operators to supply rescue means.
