Agreement on the Delimitation of Maritime Boundaries between the Republic of Colombia and the Republic of Haiti
Summary: Bilateral treaty signed in Port-au-Prince on 17 February 1978 by Colombian Foreign Minister Indalecio Liévano Aguirre and Haitian Secretary of State for Foreign Affairs Edner Brutus. It fixes the boundary between Colombia's marine and submarine areas and Haiti's exclusive economic zone and continental shelf as a median line, and commits both states to cooperate on marine pollution and migratory species.
Key Findings
- Article I sets the boundary as a median line whose every point is equidistant from the nearest points of each state's baselines.
- Article II defines the line as a straight segment between two points: 14°44'10" N, 74°30'50" W and 15°02'00" N, 73°27'30" W, shown on nautical chart No. 25.000 (1975 edition, scale 1:1,500,000).
- Both parties undertake to cooperate to prevent, reduce and control marine pollution affecting the neighboring state and to protect migratory species (Article IV).
- Disputes are to be settled by the peaceful means listed in Article 33 of the UN Charter (Article V).
- The agreement enters into force on the exchange of ratification instruments in Bogotá, with French and Spanish texts equally authentic (Article VI).
