Securing Land Tenure in the Commune of Camp-Perrin

Camp-Perrin is the commune where Haiti's rural land-security work was actually carried out on the ground, which makes this the practical counterpart to the conceptual cadastre papers presented at the same Les Cayes session. The document sets out the unit being worked on in concrete terms: a commune of 136.8 square kilometers, divided into three communal sections, containing 63 habitations, with a population recorded at 43,000 in 2012. Those numbers matter because they define the scale of the recording task, and because the habitation, the traditional Haitian land unit, is the level at which claims are actually held and disputed.
