The baseline edition. It records only the mini-grid pipeline inherited at launch: Mont-Organisé, Capotille and Vallières under construction through UNDP, and Borgne, Pilate, Plaisance, Anse-à-Galets, Pointe-à-Raquette, Anse-à-Pitre and Thiotte in negotiation from the December 2018 concession tender. No window-one bidder or locality appears yet, so this is the picture immediately before the program's first competitive results.
Every edition shares a structure: the inherited pipeline first, then the window's succinct proposals, then the localities selected to submit full proposals, with EDH-served sites listed in annex as ineligible. That annex matters as much as the selections: the program's own rule is that a site where EDH operates generation, distribution or commercial service is ineligible regardless of how regular that service is, so the annex is where the off-grid frontier was drawn.
