This document is a user manual for a port tariff analysis tool developed for Haiti's National Port Authority (APN). The tool is designed to enable APN to assess the impact of tariff adjustments on its cash flows and financial performance. It allows users to create various tariff and traffic demand scenarios, as well as modify operational assumptions. The manual details the tool's input components, including macroeconomic assumptions, revenue scenarios, demand forecasts, and operating/capital expenses. It also explains the output components, which consist of pro forma financial statements and graphical depictions of financial results. A practice run is included to guide users through the process of inputting assumptions and generating outputs.
