Arrêté fixing the pay of the Special Adviser, Adviser and Spokesperson of the President, Le Moniteur No. 86 of 2 June 2017
- The pay of the President's Special Adviser, Adviser and Spokesperson is set by contract with the attaching administration, not by the public service scale.
- The Ministry of Economy and Finance provides the means of execution and carries the arrêté out.
- The preamble justifies the measure by transparency in the management of public money and the need to put public finances in order.
- The same issue convenes Parliament in extraordinary session on 6 June 2017 for the sole purpose of voting the rectificative finance law for 2016-2017.
Le Moniteur, 172e année, No. 86, Friday 2 June 2017, carrying an arrêté on adviser pay, a message convening Parliament to vote the rectificative budget, and a Council of Ministers resolution.
The arrêté, given at the National Palace on 30 May 2017, states at Article 1 that the pay of the Special Adviser, the Adviser or the Spokesperson of the President is fixed by a contract binding the holder to the attaching administration, and that the Ministry of Economy and Finance provides the means of execution where applicable. Article 2 puts execution with the Minister of Economy and Finance. The preamble grounds it in the decree of 17 May 2005 on the organisation of the central administration, the decree of 17 May 2005 on the general statute of the public service and the decree of 6 January 2016 on the organs of the Presidency, and justifies it by the need to promote transparency in the management of public money and to put public finances in order.
The issue also carries the presidential message convening the Legislature in extraordinary session on Tuesday 6 June 2017 for the sole purpose of examining and voting the rectificative finance law for 2016-2017, and Resolution No. 1 of the Council of Ministers of 1 June 2017 validating the agenda of the Directors General forum.
Taken together the issue documents how advisory posts at the Presidency were paid: by contract with the attaching administration, outside the public service scale. The point recurs in later audit work on discretionary expenditure.
