Communal Development Plan of Paillant
- Costs the plan in full and says who is expected to pay: programs at 480,357,860 gourdes, 547,607,960 with 14 percent inflation applied from 2009, plus 1 percent for monitoring and evaluation at 5,476,079, for a global cost of 553,084,039 gourdes, of which the commune is to mobilize about 30 percent, some 165,925,211 gourdes.
- Concentrates spending in getting produce to market rather than in growing more of it: 46,000,000 gourdes for conservation and marketing of crop and livestock products, 46,750,000 for developing communal potential, 41,100,000 for professional and university training prospects, 32,100,000 for agricultural and livestock performance and 29,500,000 for promoting viable value chains.
- Records an education system that is private by default and geographically truncated: 80 to 85 percent of pupils attend private schools, and only about 3 percent can continue their studies in the commune, the rest obliged to go to Miragoane or Port-au-Prince.
- Writes its agricultural targets as counted outputs: 100,000 forest trees and 50,000 fruit trees planted, 8,000 producers trained through their organizations and 8,000 with access to inputs, 3,000 sets of two farm tools sold, 20,000 dozen sweet and bitter cassava cuttings and 10,000 dozen yam tubers distributed, 1,000 tonnes of yam marketed, and harvests protected to 60 percent.
- Sets livestock targets on the same basis, with 1,200 families holding improved-breed goats, 1,200 female goats sold to breeders and 1,000 breeders trained in modern husbandry techniques.
- Ties municipal reform to the same plan, with 27,000,000 gourdes to strengthen the mairie's technical services against 2,000,000 to raise the commune's own tax revenue, and targets for the share of the budget the commune devotes to investment.
The statutory communal development plan for Paillant in the Nippes department, covering 2009-2013 and dated April 2008. Like the companion plan for Petite Rivière des Nippes, it was produced under PADELAN, the local development and agroforestry project for the Nippes. The document sets out the justification for a communal development plan, then a detailed methodology describing the successive stages by which the plan was drawn up, before the commune diagnosis and the resulting priorities. Its acknowledgements, mayor's foreword and project director's foreword record the participatory process behind it. Together with the Petite Rivière des Nippes plan it forms the first pair of PADELAN-era communal plans in the corpus and the first entries for the Nippes department in the territorial planning series.
