Full Description

This is Haiti's revised national disaster risk management (DRM) plan covering 2019 to 2030, produced by the National Disaster Risk Management System (SNGRD), which brings together the Civil Protection Directorate of the Ministry of the Interior and Local Government (MICT) and the Ministry of Planning and External Cooperation (MPCE), with support from the UNDP, USAID and the US Office of Foreign Disaster Assistance. It opens with an account of Haiti's exposure to natural and human-induced hazards, noting about a hundred disasters over the preceding century causing more than 250,000 deaths, and reviews progress and remaining gaps in the DRM system built up since the 2010 earthquake.

The plan sets a strategic vision to significantly and durably increase the resilience of Haiti, its institutions and its territorial collectivities, organized around four strategic axes: (1) improving knowledge of disaster risk at national, departmental, communal and local levels; (2) improving DRM governance through the political, institutional and legal framework; (3) developing and using sustainable and innovative financial mechanisms to increase community and institutional resilience and reduce risk factors; and (4) ensuring effective preparedness, response and rapid post-disaster recovery through strengthened technical, material and financial capacities at all territorial levels.

Each axis is broken into expected results with an accompanying results matrix, and annexes cover the legal framework for DRM in Haiti and the plan's own preparation methodology, which the document describes as a four-year participatory process involving national ministries, departmental delegates, mayors, civil-society organizations and technical and financial partners. The plan explicitly frames territorial collectivities (departments, communes, communal sections) as central actors in DRM implementation, alongside the central government.

Two near-identical copies of this plan were published on the MICT site; this record uses the 'BAT' (print-ready) edition as the primary artefact, cross-referenced against the other edition, with no substantive difference found in content.
