Citizen Budget, Fiscal Year 2025-2026

The Direction Générale du Budget produces this guide each year to set out the state budget in terms a reader outside the administration can follow. The FY2026 edition runs to 43 pages in two parts. The first covers budget concepts, the finance law, the budget cycle, the legal framework and the actors, the stages of preparation, how a project is entered in the Public Investment Programme, and how the budget is executed. The second presents the fiscal year itself and closes with a glossary, reference documents and links.

The budget was framed against a seventh consecutive year of anticipated negative growth and inflation at 31.1% on 30 August 2025, with world growth put at 2.8% and the IMF's world inflation estimate at 4.3% for 2025. The assumptions are described as prudent and rest on three things: a gradual decline in violence restoring the confidence of economic actors, more efficient use of the interconnection between the DGI, the AGD and the Treasury to improve information sharing and collection, and an upward revision of Treasury-financed investment projects.

Real GDP growth is put at +0.3%, inflation moderating to about 1.8% a month, fiscal pressure at 4.3% with revenue rising 15% over the year, monetary financing at nil, and net Treasury bill issuance at 29,2 billion gourdes. Resources and expenditure both come to 345,51 billion gourdes. Domestic resources account for 279,61 billion, raised mainly through taxes on the national territory. External resources account for 65,90 billion, split between budget support of 2,72 billion and grants and loans of 63,18 billion, the latter including 1,45 billion in drawdowns on loans.

On the spending side, current expenditure is 213,56 billion, or 61.8% of the total, with personnel at 112,08 billion. Capital expenditure is 131,95 billion, or 38.2%, made up of 109,90 billion for programmes and projects, 5,06 billion for capital assets and 16,99 billion for debt amortisation. Setting amortisation aside, budget expenditure is 328,52 billion gourdes. The final section allocates budget credits by sector.
