What Will the Ministry of Economy and Finance Do? The Medium and Long Term

This short paper gives the fiscal and property-administration response to the coastal issues raised by the workshop. The problem is not only environmental: without a coastal cadastre, the state does not know its interlocutors, cannot separate regular occupation from irregular occupation, and cannot manage public maritime land with confidence. The MEF's place in the discussion is therefore structural. It links land identification, leases, state-domain management and public finance to the broader question of how Haiti should regulate its shoreline over the medium and long term.
