Proposed Draft Laws and Regulations on Climate Change
Summary: Five draft legal instruments on climate change prepared by consultant Jean André Victor under the National Adaptation Plan project for the Ministry of Environment and the MPCE, February 2022. They include a prime ministerial directive on science and technology policy, a framework bill on climate change and its implementing decree.

These are proposals, not enacted law, and should be cited as such: no instrument here has been adopted. Their value is that they show what a Haitian climate change legal framework was drafted to look like, and they are the natural companion to the National Adaptation Plan 2022-2030 already in the corpus. Read with the legal library for what is actually in force.
