Summary — Published in Le Moniteur (180th year, Special No. 45) of Thursday 3 July 2025 and issued by the Transitional Presidential Council, signed by all nine members. This is the legal instrument for the constitutional referendum, and therefore the decree behind the popular ratification the CEP has scheduled alongside the first round of elections. Critics invoke article 284-3 of the 1987 Constitution against it. The same issue carries an unrelated notice from the DGI on state-land occupants' obligation to pay farm rents.
