The 1949 volume of the Bulletin des lois et actes, printed by the Imprimerie de l'État in Port-au-Prince for the Département de la Justice. It opens with President Dumarsais Estimé's proclamation at Gonaïves on January 1, 1949, for the 145th anniversary of independence, and a speech on the bicentenary of the capital and the International Exposition planned for the end of the year. The body reproduces the year's laws, decrees, arrêtés, contracts and agreements, among them a law authorizing a loan of $3,000,000 (15,000,000 gourdes) for national defense, a law on forced expropriation, a law on the cadastre, arrêtés declaring a state of siege, a contract for a sugar mill and refinery in the Nord department, and a December 30, 1949 arrêté adapting import duties to the Annecy tariff concessions. Many entries open extraordinary credits for the Département des Travaux Publics. An index at the end groups the texts by ministry.
