The Bulletin des lois et actes is the official compilation of Haitian legislation, printed by the state as the Edition officielle of the Departement de la Justice. Each volume gathers the laws, decrees, arretes and contracts of a year in the order they were issued.

Irrigation appears more often here than in any other volume of the series, alongside communal administration and tax. The corpus holds the 1953 arrêté rebuilding the irrigation administration around a cadastre of irrigated parcels and the 1960 decree creating the Fonds Spécial d'Irrigation; this volume is the interwar layer beneath both.
