Full Description
The Bulletin des lois et actes is the official compilation of Haitian legislation, printed by the state as the Edition officielle of the Departement de la Justice. Each volume gathers the laws, decrees, arretes and contracts of a year in the order they were issued.
The volume for 1917, and the thinnest of the occupation-era run.
Customs is the only subject that recurs at any volume. 1917 is the year the Legislature was dissolved and legislative power passed to a Conseil d'État, which is the likeliest explanation for how little the official compilation had to print.
