The Bulletin des lois et actes is the official compilation of Haitian legislation, printed by the state as the Edition officielle of the Departement de la Justice. Each volume gathers the laws, decrees, arretes and contracts of a year in the order they were issued.

Customs duty was the state's principal revenue throughout this period, so a year's customs instruments are the year's fiscal policy. The corpus holds the budget laws extracted from these same volumes for 1884-1885 and 1885-1886, which can now be read in their original setting.
