The Bulletin des arrêts is the published record of the Tribunal de cassation, Haiti's court of final appeal. Each volume prints the rulings in full, each headed by the point of law decided, which makes the series usable: a reader can see how the court read a code article before reading the reasoning.
The title page states the exercices 1940-41 and 1941-42 and the imprint is the Imprimerie de l'État, 1943. From this volume on the state prints the series; the earlier volumes came from private houses. That institutional change also produced the near-annual run through 1949.
Contract and credit matters lead the substantive profile, with créance, the claim of a creditor, unusually prominent. Wartime import restriction and the collapse of the coffee trade are the background: this is the litigation of an economy whose external earnings had been cut off.
Contract enforcement, the execution of judgments and the settlement of property claims are the constraints every business-climate diagnostic of Haiti names, and this series is the primary record of how the highest court actually decided them.
