- The series is the primary record of contract enforcement, execution of judgments and property claims at Haiti's court of final appeal.
The Bulletin des arrêts is the published record of the Tribunal de cassation, Haiti's court of final appeal. Each volume prints the rulings in full, each headed by the point of law decided, which makes the series usable: a reader can see how the court read a code article before reading the reasoning.
The opening ruling, from the hearing of January 1894, states the rule against a judge revisiting a decision already given: a judgment that reforms an earlier judgment imposing a condemnation in damages must in consequence be annulled.
Finality is the property that makes a judgment worth obtaining. A rule barring the same bench from reopening a decision it has given allows a creditor to act on one, and this volume states it at the top. Customs matters appear in the subject profile more than in neighbouring volumes, which places revenue litigation at the court in a period of tariff reform.
Contract enforcement, the execution of judgments and the settlement of property claims are the constraints every business-climate diagnostic of Haiti names, and this series is the primary record of how the highest court actually decided them.
