Annuaire de législation haïtienne: the laws, decrees and arrêtés of 1919, voted by the Conseil d'État
- A Conseil d'État holds legislative power, and the President appoints and replaces its members by arrêté.
- The enacting formula reads that the Conseil d'État voted the law, not the Chamber and Senate.
- The motor vehicle tax is 30 gourdes a year on public cars from October 1, 1919, amending the law of September 8, 1918.
- The series holds no volume for 1918; the run is 1904 to 1917 continuous, then 1919.
The sixteenth year of the Annuaire, covering 1919 under the occupation.
The constitutional position is visible in the documents themselves. The arrêté of May 30, 1919, published in Le Moniteur of May 31, names Conseillers d'État to fill vacancies: Louis Auguste Guillaume replacing Arthur François, deceased, Constantin Mayard replacing Pierre Hudicourt, and Alexandre Moïse replacing Émile Élie. Immediately after it the volume prints a law fixing the taxes payable by public and private motor vehicles, voted on May 14 and promulgated on May 28, whose enacting formula is not that the Chamber and Senate have voted but that **le Conseil d'État a voté la loi suivante**. Article 1 fixes the tax on public motor vehicles at 30 gourdes a year from October 1, 1919, amending article 1 of the law of September 8, 1918.
A body whose members the executive appoints and replaces by arrêté, and which then votes the country's taxes, is the legislative arrangement of the occupation years, and this volume is where that arrangement can be read in the primary text. The motor vehicle tax dated from the start of the fiscal year is also the earliest Haitian road-user charge the corpus holds.
The series has no volume for 1918; the run held here is 1904 to 1917 continuous, then 1919.
