The tenth year of the Annuaire, covering 1913 under Tancrède Auguste.
The volume opens with an arrêté of February 1913, published in Le Moniteur of 11 February, making the commune of Port-au-Prince a loan of 6,000 dollars and 20,000 gourdes. Its considérants are a direct statement of municipal finance: the sanitary condition of the commune requires that the greatest cleanliness be maintained for everyone's safety; the commune's present resources cannot suffice, the more so because for several years already the equipment needed for the upkeep, cleaning and watering of the streets has been entirely absent; and the government, intervening at the commune's request, answers an urgent obligation and remedies the deplorable state of the capital. The arrêté is taken under article 69 of the Constitution and article 6 of the law fixing the expenditure budget for 1912-1913.
The volume also records the legislative session, extended by a month to end on 27 August, and prints the bureaux of the Senate and the Chamber of Deputies for the year.
A central-government loan to the capital for street cleaning, justified by the absence of equipment over several years, is a usable datum on the fiscal capacity of Haitian communes, which the corpus tracks from the 1987 patente decree onward.
