CONATEL is the telecommunications regulator, and this is the instrument that gave it its regulatory rather than merely advisory role. Published in Le Moniteur, 142nd year, no. 68, of 20 August 1987, under the Conseil National de Gouvernement. It is one of very few primary instruments the corpus holds for the ICT sector.
