The preamble assembles an unusually broad legal base for a Haitian protected-area instrument: constitutional articles 36, 36-1, 52-1, 136, 253, 254, 257 and 258; the Convention for the protection of flora, fauna and natural scenic beauties of the countries of the Americas as sanctioned by the decree-law of 27 November 1941; the Convention on the Law of the Sea adopted at Montego Bay on 10 December 1982 and ratified by Haiti on 31 July 1996; the Civil Code and the Rural Code; the law of 23 April 1940 on historic, artistic, natural and archaeological heritage; the decree of 22 September 1964 on the leasing of private state domain property; the decree of 18 March 1968 on national parks and natural sites; the decree of 27 October 1978 regulating the exercise of fishing rights and requiring a permit from the agriculture secretary; and the law of 3 September 1979 on public utility declaration.

The corpus holds the 2017 arrêtés that re-declared this complex and the Baradères-Cayemites complex as managed-resource protected areas. Holding the 2013 instrument beside them shows a designation made, then remade four years later under a different category, which is the kind of sequence that decides whether a marine protected area has a continuous legal existence or two separate ones.
