Agreement between the Republic of Haiti and the Republic of Cuba on the Delimitation of the Maritime Boundaries between the Two States
Summary: The maritime boundary agreement signed in Havana on 27 October 1977 between Haiti and Cuba, printed with the decree of 4 November 1977 by which President Jean-Claude Duvalier sanctioned it. The agreement draws the line between Haiti's exclusive economic zone and Cuba's economic zone through 51 geodesic points and makes the same line the boundary of the two continental shelves.
Key Findings
- The decree of 4 November 1977 sanctions the agreement so that it takes full effect, on the report of the Secretaries of State for Foreign Affairs, Interior and National Defense, and Agriculture.
- The two governments fix the line on the basis of equidistance or equity as the case requires (Article 1), defined by arcs of great circle joining 51 points with geodesic coordinates (Article 2).
- The same line is the boundary between the continental shelves of Haiti and Cuba (Article 5).
- Neither party will claim or exercise sovereignty or jurisdiction over the waters, seabed or subsoil in the other's economic zone (Article 7).
- The parties will cooperate on programs to conserve natural resources and preserve the marine environment in the zones covered, and settle disputes under Article 33 of the UN Charter (Articles 8 and 9).
