The 220-page plan was prepared with GOFICO, UNDP, the planning ministry MPCE and the AGLDT program, using workshops in the two communal sections, Colombier and La Haye, and in the town center. IHSI estimated 36,200 inhabitants in 2015, 4,843 of them urban, on 174.83 square kilometers, a density of 207 per square kilometer and 4,286 in the town. La Haye holds 22,032 residents and 117.14 square kilometers. The diagnosis covers local government, the municipal council and the CASEC and ASEC bodies, land tenure, planning, health, water and sanitation, energy, justice, agriculture, livestock, commerce and tourism, and erosion, vegetation and disaster exposure. The mairie received about HTG 10 million a year in central transfers, half for operations and half for investment, and raised under HTG 100,000 itself, about 2 percent. Salaries took about 70 percent of its HTG 6.5 million operating spending.
