Full Description

This annual public procurement plan (PAPMP) was filed by the Office National de la Migration with the Commission Nationale des Marchés Publics for fiscal year 2025-2026. The version is dated 15 June 2026, and the table is organised under two programmes.

Programme 1, rehabilitating, extending and equipping the central office and the seven departmental offices, carries one contract: the purchase of vehicles for the running of the central office and for receiving Haitian migrants forcibly returned to Haiti, at HTG 23,000,000.00 on mixed funds, split into two lots of HTG 11,500,000.00, one for closed vehicles for the office's own operation and one for a minibus for receiving migrants, both by direct agreement (gré à gré) at Port-au-Prince with a five-month execution period, launch November 2025 and signature January 2026, and CNMP a-priori control marked Non.

Programme 2, assistance to migrants and construction of transit shelters for migrants forcibly returned to Haiti, carries three contracts: food kits requiring no cooking at HTG 29,500,000.00 by open national tender (AOON) at Pétion-Ville, launch November 2025 and signature January 2026, with CNMP a-priori control marked Oui; technical, topographic, geotechnical and environmental studies of the site with the architectural plan and estimates at HTG 15,300,000.00 by direct agreement at Cap-Haïtien, launch May 2026 and signature July 2026; and preparatory, development, servicing and site-securing works for the shelter at HTG 67,700,000.00 by direct agreement at Cap-Haïtien, split into a lot of HTG 54,700,000.00 for the preparation, development and securing of the site and a lot of HTG 13,000,000.00 for the water supply and pumping system the works and the future centre will need.

A note on the form records that contract number 1 is not subject to CNMP a-priori control but is included because its execution is already under way. The plan cites article 34-1 of the law of 10 June 2009 for the conditions allowing direct agreement, which three of the four contracts use. The form prints no total; the four contract lines sum to HTG 135,500,000.00.
