FY2024-2025 Annual Public Procurement Plan, MPCE, revised

This is the July 2025 revision of the MPCE procurement plan for fiscal year 2024-2025, on the CNMP standard form and stamped as received by the Commission Nationale des Marchés Publics. Eight numbered lines are printed. Four are marked with an asterisk and listed in the explanatory notes as suspended by the contracting authority, carried over from the previous plan without amounts: catering and care of Cuban cooperants (services, TF), armored vehicles for the Minister's office and the Directorate General (supplies, TI), refurbishment of the central office workspace (works, FM) and preparation of local planning instruments such as communal development plans and urban plans (intellectual services, TI). Four lines remain active with amounts: office supplies, office equipment and computer equipment in three lots for the central services (HTG 38,600,620.00, open national tender AOON, launch February 2025, signature June 2025, 6 months), rolling stock for the central services, the departmental directorates and the Cuban cooperation (HTG 208,500,000.00, restricted national tender AORN, launch May 2025, signature August 2025, 5 months), fuel in two lots, vouchers and bulk, for the ministry's operations (HTG 40,000,000.00, direct agreement GRGR, launch July 2025, signature September 2025, 3 months) and a generator (HTG 24,000,000.00, GRGR, launch June 2025, signature September 2025, 4 months). All active lines are located in Port-au-Prince and all are marked yes for CNMP a-priori control.

The explanatory notes state that contract 3 was launched in February 2025, that the signed contract for lots 1 and 2 was transmitted to the CNMP for CSCCA approval and final validation, and that lot 3 (computer equipment) was unsuccessful and will be relaunched in the next fiscal year. For contract 6 the MPCE states that it requested and received CNMP authorization to contract by direct agreement with Haytian Tractor and Equipment Company S.A. The form prints no total.
