The CIAT is the institution behind the Haiti Tomorrow series, the regional plans for the Centre-Artibonite Loop and the North / North-East, the urban law compilation, the neighbourhood rehabilitation guide, the two journals and the land-law package. This is the instrument that created it. Its interministerial form is the substantive point: territorial planning in Haiti cuts across public works, agriculture, environment, planning and finance, and the CIAT was constituted as a committee spanning those ministries under the Primature rather than as a directorate inside any one of them. That design is also the source of the difficulty Michèle Oriol identifies elsewhere in this collection, that sectoral ministries decide their investments in isolation: a coordinating committee can produce a plan but does not command the budget lines that would execute it. Reading the founding decree alongside her critique shows the institutional problem at both ends.
