This is the clearest statement of housing policy choice in the CIAT material, and it is a choice most Haitian housing discussion avoids. The alternative Guignard puts up is between building social housing units and providing serviced land, the trame assainie: laying out plots with road access, water, drainage and power and letting occupants build incrementally. Her framing establishes why the question is urgent rather than academic. Before Hurricane Matthew, urban growth was already disorderly and deficient in roads and services, water and sanitation, electricity, health care and education.

After Matthew, two demands arrived at once, housing the disaster-affected and absorbing internal migration. The argument implicit in the pairing is one of arithmetic and speed: a social housing programme delivers a smaller number of finished units at higher unit cost, while servicing land delivers the framework for many more dwellings that households complete themselves, and it is the servicing, not the building, that determines whether the resulting neighborhood is liveable.
