News from the Cadastre at Camp-Perrin

Cadastral reform documents usually describe systems; this one describes two days in a room. On 26 and 27 January 2015, the owners of the Touya habitation, in the Lévis communal section of Camp-Perrin, gathered at the CIAT's local office to verify the records of their parcels. That verification step is where a base land plan either acquires legitimacy or does not, because it is the moment the people with competing and often unwritten claims are asked to confirm, in front of each other, what the survey has recorded. Its brevity is part of its value in this collection: alongside the conceptual papers on adapting a cadastral system to Haiti and the Camp-Perrin commune profile, it evidences that the program reached the stage of sitting down with named owners on a named habitation, and it dates that stage precisely.
