Neighbourhood Rehabilitation: Professional's Guide to the Stages of Urban Planning
- Haiti had no urban code, so neighborhood-rehabilitation documents were heterogeneous and sometimes unusable; the guide exists to standardize them.
- The method runs urban diagnostic and land survey, then planning documents, then projects, each with its own validation route.
- Scarcity of demographic, cartographic, socio-economic and land data is named as the binding constraint on urban diagnostics.
- The intended outcome is that municipalities end up owning reference planning documents, not just completed works.
This working document, issued jointly by the CIAT and the MTPTC in May 2013, is addressed to the operators who carry out neighborhood rehabilitation in Haiti, and its purpose is stated bluntly: the absence of planning norms and of an urban code for Haiti had produced heterogeneous urban documents, sometimes incomplete or unusable, and the effort invested in rehabilitating neighborhoods should instead leave municipalities holding reference documents they can plan with. The method has three stages. The URBAN DIAGNOSTIC combines a physical and socio-economic diagnostic with a land survey, both made harder by the scarcity of demographic, cartographic, socio-economic and tenure data.
The PLANNING DOCUMENTS stage produces a synthesis document and a set of technical plans. The PROJECTS stage turns those into interventions. Each stage carries its own validation route: the urban diagnostic, then the planning documents through a technical committee and a validation committee, then the projects. The guide closes with the institutions involved, reference documents, worked project examples and a glossary. Its practical value is that it defines what a complete neighborhood-rehabilitation dossier contains in a country that has no code obliging one.
