The State of the Environment in Watersheds after the Earthquake: Damage, Losses and Needs (PDNA Environment and DRM Report)
- Carries the PDNA environment and disaster-risk chapter into the watershed policy discussion, in its damage/losses/needs structure.
- Converts environmental degradation from background condition into a costed reconstruction line.
- Establishes the CIAT's intended link: degraded watersheds are the mechanism turning a hazard into a loss.
The Post-Disaster Needs Assessment was the exercise through which Haiti's January 2010 losses were quantified sector by sector to support the reconstruction appeal, and this presentation brings its environment and disaster-risk-management chapter to the watershed table. Its structure follows the PDNA's own: damage, losses and needs. Bringing those numbers into a watershed policy colloquium is a deliberate move, because it converts environmental degradation from a background condition into a costed line in the reconstruction, and because the disaster-risk framing makes the link the CIAT wanted to establish, that degraded watersheds are the mechanism by which a hazard becomes a loss. Delivered to the same June 2010 session as the intervention history and the investment typology, it is the third leg of a stocktake intended to produce a national policy.
