Arrêté appointing the members of the Provisional Electoral Council and fixing their mandate (Le Moniteur, Special No. 48)

The arrêté appointing the members of the Conseil Électoral Provisoire and fixing their mandate, issued by the Transitional Presidential Council and published in Le Moniteur, 179th year, Special No. 48, of Thursday 19 September 2024. It is taken on the report of the Minister of Justice and Public Security, under the political accord of 3 April 2024 for a peaceful and orderly transition, and rests on the decrees of 10 April and 23 May 2024 creating and organizing the CPT and the decree of 17 July 2024 creating the Conférence Nationale.

Seven of the nine members are named, each as the representative of a designating sector: Schnaida Adély for the Vodou communities, Patrick Saint-Hilaire for the Haitian Episcopal Conference, Peterson Pierre-Louis for the Reformed churches, Marie Florence Mathieu for the University Council, Jacques Desrosiers for the journalists' associations, Jacceus Joseph for the peasant associations and Nemrod Sanon for the trade unions. The arrêté states that the Council, which must have nine members, will be completed once the human-rights organizations and the women's-rights associations designate the two remaining members. This is the founding act of the CEP that is organizing the current electoral cycle, and the sectoral pattern of designation it records is what determines the Council's composition.
