PHARES: Proposed and Selected Localities, 17 November 2020 edition
- Dated edition of a rolling list: ANARSE republished it as the window progressed, so the editions read as a sequence rather than as one document.
- Records the pipeline inherited at launch: Mont-Organize, Capotille and Vallieres under construction via UNDP; Borgne, Pilate, Plaisance, Anse-a-Galets, Pointe-a-Raquette, Anse-a-Pitre and Thiotte in negotiation from the December 2018 tender.
- Sites served by EDH are annexed as INELIGIBLE, and the program rule is that EDH operating generation, distribution or commercial service disqualifies a site regardless of how regular the service is.
- Localities proposed by more than one bidder are evaluated competitively at the full-proposal stage.
- Scanned document with no text layer; searchable here only because the text was recovered by OCR.
The edition that adds selection outcomes to the proposals. The same five bidders and locality counts appear as on 8 October, but the tables now say which localities advanced, and at least one bidder is recorded with no locality selected at all. Reading it against the October edition shows how heavily the evaluation filtered a proposal set that had not changed.
Every edition shares a structure: the inherited pipeline first, then the window's succinct proposals, then the localities selected to submit full proposals, with EDH-served sites listed in annex as ineligible. That annex matters as much as the selections: the program's own rule is that a site where EDH operates generation, distribution or commercial service is ineligible regardless of how regular that service is, so the annex is where the off-grid frontier was drawn.
