The first edition to carry window-one results. Five bidders are named with the localities each proposed: SKDK (1), Enerside Energy (5), FRIEM (1), Chantiers d'Haïti (6) and EarthSpark International (23), plus a further single-locality proposal. The inherited UNDP and December-2018 pipeline carries over unchanged from the September edition.
Every edition shares a structure: the inherited pipeline first, then the window's succinct proposals, then the localities selected to submit full proposals, with EDH-served sites listed in annex as ineligible. That annex matters as much as the selections: the program's own rule is that a site where EDH operates generation, distribution or commercial service is ineligible regardless of how regular that service is, so the annex is where the off-grid frontier was drawn.
